Born in 1941 in Ağrı, İbrahim Çeçen came to Ankara after completing his primary and secondary education. Graduated from the department of Civil Engineering at Cumhuriyet University, Çeçen joined the work force in 1964 and had founded IC İçtaş Construction in 1969.

The idea of the İbrahim Çeçen Foundation was inspired and embodied by İbrahim Çeçen who realized the educational necessities of Turkey during his struggles to complete his own education. He took actions knowing the importance of education for society and set his goals accordingly. His main goal is, however, to provide better conditions for future generations and support bright yet financially insecure students.

İbrahim Çeçen, who had many contributions to the development of Turkey, has singlehandedly been giving scholarship on a regular basis since 1984. In addition to scholarships, he strengthened his support for education by building schools. As a first in East Anatolia region, for the sake of  “Build Your Own School” campaign he founded an elementary school with the support of President Kenan Evren in 1986. In 1998, he founded his second school İbrahim Çeçen Elementary School, consisting of 16 classrooms. Moreover, with his donations two school projects were implemented. These are the Nezahat Çeçen Primary School in Erzincan and an elementary school with 8 classrooms at the district of Lalahan in Ankara. In 2004, he founded İbrahim Çeçen Foundation to institutionalize the education services and to serve as an example as well as an initiative.

Today, İbrahim Çeçen is the Chairman of the of the Board of the IC Holding’s Board of Director in which the company is connected with more than 30 companies in many sectors.  İbrahim Çeçen was also awarded with “Distinguished Public Service Medal” by The Constitution of the Republic of Turkey in 2007 due to his contributions in education, health, athletics and art.
